Order 1920 Fifth Relevant State Entity Forum
Announcement of Fifth Relevant State Entity Forum for WestConnect Planning Region
Pursuant to Federal Energy Regulatory Commission Order No. 1920, the Enrolled Transmission Owners (“ETOs”) in the WestConnect planning region1 hereby provide notice of the fifth Relevant State Entity forum for the WestConnect planning region.2
The virtual forum will be held from 2 pm - 4 pm Mountain Time on Tuesday, July 15, 2025. The tentative agenda for this forum includes:
1. An overview of the draft cost allocation portion of the WestConnect
ETOs’ Order No. 1920
tariff;
2. A breakout session for Relevant State Entities to
discuss WestConnect’s draft cost
allocation tariff;
3. An opportunity for the Relevant State Entities to
provide input and ask questions regarding
WestConnect’s draft cost allocation tariff; and
4. An opportunity for Stakeholders to provide comments and
ask questions to the Relevant
State
Entities.
Questions to Renevant State Entities
The ETOs request that the Relevant State Entities provide their views on the following cost allocation issues during the forum:
a) The manner in which the ETOs propose
to quantify each of the required benefits for a
proposed Long-Term Transmission Facility.
b) The minimum criteria the ETOs
propose that a Long-Term Transmission Facility must
satisfy to be eligible for cost allocation.
c) The draft process for voluntary
funding by Relevant State Entities of projects proposed
for selection as a Long-Term Regional Transmission Facility that do
not satisfy the cost
allocation criteria, including the format and means by which the
Relevant State Entities
envision they would provide, in writing, their agreement to pay a
portion of project
costs and the estimated time period for providing that commitment.
d) The factors that the ETOs
should consider in deciding whether to select a proposed
Long Term Regional Transmission Facility as eligible for cost
allocation.
e) The proposed cost allocation
methodology for distributing costs to the benefitting ETOs
based on the quantified benefits.
Registration and Participation
This forum is open to the Relevant State Entities and members of the public. All individuals seeking to attend the forum should register for this forum by 5pm Mountain Time on Monday, July 14, 2025, by filling out this registration form. Individuals seeking to attend on behalf of a Relevant State Entity should specify what entity they represent in the registration form.
Members of the public will not be permitted to attend or listen to the Relevant State Entities’ breakout session, which also does not include participation by the WestConnect ETOs.
The WestConnect ETOs will aim to provide draft cost allocation tariff language prior to this forum. Additional information regarding this meeting will be posted no later than one week before the meeting. All Relevant State Entities are invited and encouraged to participate.

No. 1920 at P 1355 defines Relevant State Entities “as any state
entity responsible for electric utility regulation or siting
electric transmission facilities within the state or portion of a
state located in the transmission planning region, including any
state entity as may be designated for that purpose by the law of
such state.” All other capitalized terms used in this notice have
the meaning provided in FERC Order No. 1920.
